In recent years, with the improvement of wireless network coverage and theconsistent increase of transmission rates, achieving a real-time video capture andplayback system through wireless networks becomes possible. This paper designed acellphone broadcast system which captures the video by cellphones to complete thereal-time video broadcasting. Due to the widespread use of smart phones, using thecellphones to capture real-time video or watch the video is not only unlimited fromthe equipment and geographical flexibility better but also low cost and easy tooperate. It’s suitable for general public to use.This paper describes the the entire process of completing a multicast streamingmedia server and appling it to the cellphone broadcast system by streaming mediatechnology. In the system, the streaming media server is responsible for dealing thevideo data which came from capture client with real-time technology in order toprepare for the client to play as well as interacting with the playing client with RTSPprotocol and controlling playback. As the core of the system, streaming media servercontrols the connection of capture client, data stream reception and processing aswell as playback interaction. Streaming media server can publish the real-time datafrom cellphone capturing or historical data file to the Web. Users on the network canview all the videos through a variety of terminal anytime and anywhere, withouthaving to wait for all the data downloaded completely.The streaming media server of the system is developed on the base ofopen-source streaming media library live555. It can run on both Windows and Linuxsystems. It is very easy to connect with cell phones, servers and terminals usingwireless networks including3G networks, WLAN and WAN networks. And it is alsoeasy to connect between different types of devices and networks by using standardRTSP/RTP protocol which has good versatility and compatibility. The video media format is H264format which has higher coding efficiency to provide higher-qualityvideo and high-adaptation network in the same network bandwidth.
