Mobile TV is a typical application of tri-networks integration and is wildly expected to go through a rapid growth with the government policy support of tri-networks integration. Along with the growth comes the expectation of more diverse TV programs, more media resources of various origins and shorter period of program production. These expectations all result from the expectation of a customized media assets management system that can suit and support Mobile TV better. This paper is based on this premise.The Media Assets Management System for Mobile TV presented by this paper is a media assets management system custom-made for Mobile TV applications which can collect, store, manage and distribute media resources. It’s a typical workflow management system. Besides typical Media Assets Management function, this system provides with Mobile TV related functions such as account settlement, video transcoding and sensitive word filtration.First, this paper introduces some relevant background knowledge and technology that is used for the system. Then in the requirement analysis chapter, this paper anaryses requirements of both functional and non-functional. The functional requirement consists of primary requirement such as media collecting, media verification, media edition, media publish, media distribution, settlement management and subordinate requirement that is operation support. Non-functional requirement emphasize on the performance, availability and safety issues of the system.In the design and implementation chapter, this paper firstly introduces the static structure design of the system, the flow path that modules follow to interact with each other, and the design of database. Then this paper gives a description of the detailed design, including some distinctive design of primary modules and a discussion of four key problems:massive file storage, sensitive word filtering, video transcoding and file upload safety.Then it comes to the testing chapter, in which this paper describes the method of testing and gives a report of the result of unit test, integration test and perform test. In the deployment chapter, this paper introduces the configuration information of the system in live scene environment and comes up with solutions to the problems occurred during live scene operation.In the end this paper summaries the research and practice work of author during the postgraduate term and puts forward several expectations of the system.
