With the development of electric power communication transmission network, its risk and fault have became more and more important to the power system. The productive sectors of power system also require the high reliability of communication transmission network. In order to protect the safe and efficient operation of electric power communication transmission network, the risk assessment of network is important.In this paper, a electric power communication transmission network risk assessment system is designed and implemented to be used in the field of electric power communication transmission network. According to the functional requirements of system, a index system, a risk assessment algorithm and a detail design of system function are necessary. An index system is built to assess the risk which contains3categories, including business support indicators, network operation quality indicators and network maintenance indicators. An improved BP neural network algorithm based on dichotomy is proposed as the risk assessment algorithm. Based on the system function analyze, this paper finished the detail system design, which describe the design of basic function, including the management of indicators, the management of indicator values, the management of risk assessment and the management of assessment report. The system is implemented at last and the system interface has been demonstrated.
