Harbin Community Service Information System (HCSIS) is intended todevelop the service quality which solves the difficult problem of seeing a doctor andof expensive charge. It could help doctors to diagnose patients targetedly, toestablish a harmonous doctor-patient relationship, with a particular purpose forthose chronic patients. Meanwhile, it spreads the popularity of health files, andperfect the double-orientation function as well. HCSIS, based on the industrystandard, norm and the requirements posed by clients, refers to the domestic andabroad literature, the company’s current system as well as its originally-ownedsystem. It, also based on the company’s technology and experience, links with thefeature of community hygiene industry, mixes with computer, database warehouse,mathematical modelling technology and herece analyzes the tendency of the patientcase in the communicty, ultimately making the treatment procedure more secure andscientific.The project is originated from the medical division of Harbin lechenTechnology Co., Ltd. HCSIS adopts ASP.NET as its development language, theentreprise edition of SQLSERVER2008R2as database warehouse, andMICROSOFT VISUAL STUDIO2008as its development tool, in the WEB programof which three-layer construction is set up. The analysis service in the commerceintelligence item is the tool of establishing the data warehouse cube. Theintelligence service item as the tool extracted from OLTP、 XML to ETL,accomplishes from data extraction into data mart, and sets up a data cube. By meansof MDX language, C#calls the data element of the cube; therefore, it makes freereport form, the expert analysis intelligence decision, the establishment of HCSIScome true. The code of the system applies three-layer constructure and thewarehouse is the key in the database. At the same time, mathematical model putsapplied statistics,matrix analysis, multivariate statistics,operations research, neuralnetwork, data mining technology into practice, guaranteering the realization ofcomplicated process in the individual attitude and decision, mutual mathematicalmeaning for data elements. In the process, various elements and mutual reactionhave correct operation and good robustness, which at most satisfy the clients aboutthe statistics meaning of historical data.Due to the huge amount of statistics, with the forming of30million health filesover200communities in Harbin, HCSIS applies the form of FP Tree or Apriori, inthe process of correlation, and builds up the data mart in storage of intermediate data. The relativity analysis applies Pearsonproduct momentcoefficient, in order to checkthe factors of strong correlation is positive or negative.The decision tree adopts the combinated model of rainforest frame with goodscalability and ID3Algorithm, with a function of generating big data decisiontree.Prediction Algorithm applies hierarchical analysis model and solves theproblem of weight analysis in hardly collecting factors. After that, it fits with leastsquares linear and wavelet neural network based on time sequences, and thetechnology of prediction integrity, for precaution analysis. The results show that ithas good robustness,and correspond with the actual needs.
