Based on the BeiDou, GPS and pseudo-satellite positioning systems, some scenicintelligent navigation systems combined satellite navigation, mobile communications andother technics have been developed to improve the effectiveness and possibility ofemergency rescue and response capability in scenic area. With the help of personallocation-based services, the travel experience of tourisms could be improved, which wouldaccelerate the pace of construction of scenic spot.In this case, as the key hub of the whole system, the original communication platformbased on the besteffort, FIFO service model is unable to satisfy the quality of messageservice (QoS) in different environment because of the huge pressure of the increasedpackets.This paper analyzes the QoS demands of different categories of messages in differentscenarios. The application scenarios of the whole practical system are divided into threetypes: the normal, the police, and the overrun. When the number of tourists is less than orequal to the best scenic day capacity, to improve the experience of visitors travel services,the QoS require the vistors location location query made by mobile APP is higher thanother kinds of messages. In the event of an alarm condition, the QoS demand the position ofpeople and vehicles which need help are significantly superior than other messages. Whenthe number of tourists in the scenic pot exceeds the maximum daily capacity, the QoSguarrentee of the priority of announcement messages and scheduling messages of vehiclesare significantly higher than that of other messages.To satisfy these QoS demands, based on the QoS management strategy, this paperdesigned the service model of communication platform. This model developed differentmessage responses for prioritization strategies: In the normal circumstances, the locationquery response message in visitors’ APP is prior to the other messages; In alarm condition,the response of rescue reaction is prior to the other messages; In overrun conditions,announcement category, staff scheduling class message response vehicle priority handlingthan other me-ssages. The model which uses the non-preemptive priority schedulingmethod scheduled the system according to different situations.Network calculus is a method for QoS performance analysis of Networks which usesprioritized techniques to schedule packets. Based on the strategies of QoS management, this paper proposed an improved formula for QoS performance analysis of the communicationplatform. In addition, according to the real network environment, we calculated threedifferent kinds of parameters of different strategies.Finally, the paper discussed the design of the model of communication platform ofQoS managed services. Then we implemented the communication platform and test theQoS performance of this communication platform, such as delay and service ability in themessage classification, priority scheduling array, scene determination, non-preemptivepriority scheduling, and other aspects of the policy.
