Today, culture has become the driving force for economic growth as well as an importantsupport for economic and social development, therefore playing an increasingly importantrole in the competition of comprehensive national strength. Along with the establishment anddevelopment of China’s socialist market economy system, China has been more closelyinvolved in the process of global integration. With the rapid growth of this new economyrepresented by information technology, the broadcast and television industry, a majorcomponent of the cultural industry, has become an important growth point in China’seconomic development. The broadcast and TV industry presents the features of high-techcontent, little pollution, low consumption of resources, long industrial chain, greatdevelopment potential and strong momentum. It conforms with the master plan and strategyof China’s efforts in the shift of development mode, adjustment of industrial structure andoptimization of industrial development, and is gradually becoming an important part of thenational economy. With the development of the national broadcast and TV industry, city levelbroadcast and TV stations, as the most fundamental part of it with the largest number, makes asignificant part in the development of the whole industry. The strategy of realizing the granddevelopment and prosper of the cultural industry has been clearly set out, the developmentorientation of the broadcast and TV industry was pointed out and the goal of implementingthe Yellow and Blue Strategies and constructing a model eco-city has been mapped out.Against that backdrop, industrial development has become a practical choice for DongyingBroadcast and TV Station. What kind of industrial strategy to formulate and follow hasbecome an important and urgent task.The thesis first conducts an introduction of the industrial strategy for the broadcast andTV industry and its related theories, including the background and significance of conducting this research, related basic management theories and the principle and process for formulatingand implementing the industrial strategy. Followed by that, the thesis analyses the generalsituation and current industrial composition of the Dongying Broadcast and TV Station, aswell as its major problems and causes for the problems. On the basis of analyzing the outerenvironment and inner resources, the thesis continues with the analysis of its opportunitiesand threats, and its advantages and disadvantages. With the help of SWOT model, the thesisgives conclusion on the strategic orientation and targets. In the closing part, on the basis ofpreviously conducted analysis, the thesis proposes guarantee measures for the implementationof the Dongying Broadcast and TV Station industrial strategy. Research shows that thestrategy and implementation measures proposed in this thesis are applicable. As acomplement to the research on the industrial strategy of city level broadcast and TV stations,it is of great application value and significance.
