The Study Of Mass Media’s Social Responsibility View Evolution Since The Late Qing Dynasty

Western theory of liability report published in the United States in1947, that "a free and responsible press," the report first mention the media theory of social responsibility that became the news media responsible for the theory of patent. Although the report promote the Chinese press, in theory as a clear understanding of the notion of the media,should bear social responsibility,and to reach a consensus on this issue, but the development process of China over100years of media practice, committed to the domestic of social responsibility on the media, has its own local cognitive. Along with the different characteristics of the times change with the political system, the evolution of the concept of media social responsibility to the existence of its own development path. The paper, based on historical data in the late Qing Dynasty, the Republic of China, since the founding of,with observation and analysis of the Chinese news media since the inception of the modern newspaper in the Late Qing Dynasty, the news media in the performance of social responsibilities, as well as news of understanding. This paper argues that the commitment to the Enlightenment to the late Qing Dynasty, Chinese modern newspapers started the trend of the taping of social responsibility. The feudal system ended in the Republic of China, democracy and freedom of thought rised, newspapers repeatly detained and destructed in the background of the warlord, but in period1911to1949, domestic progressive newspapers and the news people in practice and in theory have been fully reflect the newspapers has to play the role of social duties, recognizing that the press should take on the task of truth by the Soviet Union, after the founding, on the one hand influenced by reported mode, on the other hand, subject to the prevailing political environment, the inherent responsibility of the news media play almost bankrupt at this stage, most of the newspapers were closed down, a small number of newspapers and broadcasting acted as a tool of class struggle.After the reform and opening up, the news media as "paving the way for the reform and opening up" the news media restore its basic quality of at the same time pursue its freedom of speech, fighting for the public’s right to adhere to the supervision by public opinion, disseminate information, educate the public to obtain worthy of recognition progress.Changes in development of China’s media awareness of social responsibility is in favor of observing the tradition of excellence of the Chinese media as well as that media compromise the client in the distortions of political control in the specific period of time. For the guidance of contemporary, media is positioning itself to play, constraints thinking of great significance.
