As important carriers of air transportation, airlines’level of flight safety management is closely related to passengers’lives. Through years of great efforts, General Administration of Civil Aviation of China (CAAC) has come up with its distinctive safety management system, which is also geared to international standard. However, as more and more airports and routes are successively being put into use, air accidents frequency is correspondingly increasing. Therefore, airlines are facing severe challenges of flight safety management. Research on an airline’s flight safety management can facilitate better understanding of the key factors affecting flight safety; consequently lower the flight safety risks by formulating corresponding measures to control the aforesaid factors. That is essential to improve an airline’s flight safety management level.Taking Hainan Airlines as the object of research, this paper introduces BP artificial neural network to assess flight safety management level of Hainan Airlines, explains algorithms of BP neural network, and analyzes the limitations of BP neural network. By means of importance analysis of several popular criteria, elementary sieving of factors affecting flight safety, this paper explores to construct the flight safety assessment criteria system for Hainan airlines based on construction principles of flight safety assessment criteria and flight safety management practice of Hainan Airlines itself. Sampling from the actual index data of Hainan Airlines, a BP artificial neural network model is cultivated. It is testified by practice that it is feasible to apply BP artificial neural network model as assessing tool of flight safety management level of Hainan Airlines. This paper does a sensitivity analysis of17secondary indicators under4 primary indicators of safety management, including safety management, running environment, crew resources and aircraft factors in the Hainan Airlines flight safety assessment criteria system, finding out5key indicators that affect the flight safety management level of Hainan Airlines. These indicators refer to safety education and skill training management, emergency management training and implementation, violation operations of crew members, dispatching reliability and crew resources management. Among these indicators, safety education and skill training management, emergency management training and implementation and dispatching reliability are secondary indicators under the primary indicators of safety management, and crew members’ violation operations and crew resources management are secondary indicators under the primary indicators of crew resource management. On the basis of detailed analysis of these key indicators, two improvements of increasing the safety management level and the comprehensive abilities of crew members have been proposed considering safety management and crew resources of Hainan Airlines respectively.The innovative point of this paper is the methodology designed for Hainan Airlines to assess its flight safety, which fills the gap in the flight safety criteria constructing methodology in the field of aeronautics.
