Along with the development of China’s national economy and the improvement of people’s living standard, dairy products have become an indispensable part of daily life. However, the quality and safety problems of dairy products happen frequently and restrict dairy industry’s development. The safety of dairy products requires the cooperation of enterprises in the dairy products production and circulation, however each link is is an independent unit, any link make something contrary to the conduct, dairy products security problems will occur. In the process of dairy production circulation, how to evaluate the quality and safety of dairy products, is the key to guarantee the quality and safety of dairy products. Therefore, on the entire dairy production and circulation, to establish evaluation index system of the quality and safety of dairy products has important theoretical and practical significance.According to the safety analysis of the dairy in China, the factors affecting safety of dairy products are fixed. And based on this, the dairy products safe evaluation index system are designied, and the function, structures and operation process of the evaluation index system are analyzed. It is further definite that the index system and model are the focus of this paper.The dairy safe evaluation index system is fixed, it has five first-level indicators and nineteen second-level indicators, then gives the score standard to the indicators. Based on the BP neural network, to change the collected information to the original data, choose32sets of effective data for network training, establish a model of dairy products safe evaluation, and choose8sets of effective data to validate the reliability of the model. To make an empirical analysis of WanDaShan dairy co., LTD in the using of dairy products quality and safety evaluation model, and to analyze the evaluation results. In view of the influence factors of the evaluation results, this paper puts forward a series of measures to guarantee the quality and safety of dairy products.Through strengthening the construction of milk base, gradually achieving scale cultivation, the strict control over the use of inputs to enhance the quality safety management of the dairy farmers raise link; By strengthening the milk station management and tests of raw milk to protect the acquisition of raw milk; By improving the production and inspection equipment, to control the quality and safety of dairy products processing workshops and cold storage to regulate dairy products processingThrough improving the dairy products cold chain transport system and strict dairy products quality traceability system to strengthen the dairy products transportation and management. In a word, through to control the dairy products production and Circulation safety, to guarantee the quality safety of dairy products in China.
