Safety is the eternal theme of the civil aviation industry. With advent of civil aviation transportation, specialists of civil aviation are making arduous efforts to guarantee flight safety. Civil Aviation Flight University of China, main force of constructing the powerful nation and nurturing pilots in civil aviation, is the unique full-time comprehensive university, capable to accomplish the whole process of nurturing civil aviation pilots. Its safety status of flight training program and standard of students’ safety quality cultivation will exOrt a direct impact on the development of civil aviation industry. It is necessary to design and develop a set of safety assessment system to understand flight training and evaluate safety standard objectively, scientifically and comprehensively, aiming to provide reliable, accurate and overall statistics for macro-management to satisfy the need of mastering the firsthand safety condition, finding out and solving potential safety hazards immediately to enhance our safety standard. This system is supposed to achieve the functions of data entry, data query and statistical analysis to improve the overall level of safety management and make flight training safety management in order and regularly.This paper is, first of all, focused on the safety assessment, introducing its present situation in civil aviation industry home and abroad. After that, it explains the relevant concepts of safety assessment, the procedure of building up the safety assessment system and ambiguous comprehensive evaluation. Due to this foundation, the safety evaluation index system has finally been established and particularly concentrating on analyzing the safety assessment procedure according to requirement and feasibility, designing the safety assessment system including data entry, data query and statistical analysis. The system applies ACCESS to database development and does ASP to modules development, achieving the safety assessment system of flight training.The unique feature of this paper is that to identify index weight, it applies Expert consultation method of Subjective weighting method and Analytic hierarchy process (AHP) of Objective weighting method, along with the foundation of fuzzy mathematics, to finally accomplish the safety assessment system of flight training. This system contributes to solving the core problems of safety management system, advancing the construction of our safety management system, improving the standard of our safety management and reducing of safety risk. Therefore, the application of this system will exert a positive and significant effect on the safety management of flight training in our university.
