The way of China’s news broadcast has made significant progress since the reform and open policies in1978. In order to maintain and enhance the competitiveness and leadership in the market, more and more solution providers of the radio, film and television have begun the research and development of the3G network news broadcast system. The communication platforms of the three major3G network operators in China are gradually maturing with the wide promotion of the3G network technologies. However, challenge still exists for these service companies, e.g. the lack of experiences, the instability of the bandwidth and etc. Up till now, mobile network solutions for the instant interactive audio-video (AV) system and the high-resolution AV transmission have appeared in the relevant companies.Although the basic functions could be provided by the current mobile network news broadcast system, there are still many problems and shortcomings in the current system, e.g. the frame drop under low-bandwidth circumstance, the high consumption of system resources, and the high monetary cost of the system development. In order to solve the current problems, an improved3G network news broadcast system is developed in this thesis. The improved system is based on the current one and proves to be practical for the common users.Key technologies for the frame drops, energy conservation and H.264high compression are demonstrated and introduced to the practical projects in the thesis. Combined with the theory and method of the software engineering, these technologies have efficiently solved the main problems of the current news broadcast system. In the dissertation, the frame adaptive strategy greatly improved the user experience via the video buffer technology, the hardware encoding and decoding technology significantly reduced the consumption of system resources, and the H.264high compression technology reduced nearly50percent bandwidth without any resolution decrease. Meanwhile, the project also used mobile video collection terminal, which greatly reduced the cost of deploying and maintaining news broadcast systems.Based on the improved technologies above, the whole project from obtaining video in situ to broadcasting live video via3G network have been accomplished in the thesis. Experiments and practical applications prove that the system can fulfill the users’expect completely. The frame adaptive strategy, the hardware encoding and decoding technology and the H.264high compression technology in the dissertation manifest great significance in the research and development of the wireless network news broadcast system, and also prove certain values to other relevant broadcast systems.
