Reforming for thirty years, China is in a period that changing rapidly, and in deepwater of reform. Just like in politics, economy, society, and so on, China faces with both opportunities and challenges. The rapid economic development and the ongoing transformation of the social system caused "structural imbalance" and "class breaks". Conflicts related to immigration, environmental protection, demolition, along with relocation, all often appear in newspaper.Just like a lookout on the bow, the media is one of the earliest perceptions of social changes. Whether traditional broadcast, like radio, television and newspaper, or the recent, but sudden and violent developed, media, all of them play an important role in the society.In the aspect of promoting the Chinese democratic level, mass media, that has reached precious function, is furthermore irreplaceable. Due to the special environment of development and the climate of media in China, especially in a variety of public events about human rights, media has to balance the conflict of both sides in order that they have the equality of chance to speak. It is also facing the test of journalistic professionalism, shouldering the citizen image, and advancing the building of civil society.Based on Panyu event, this study uses quantitative and qualitative analysis. Several issues will be researched. This article introduces the entire sequence of Panyu event, analyzes the reported framework of several local media in Guangzhou, explores that the public how to express their own wishes, and finds the media how to show the conflict. The study discusses that the government how to interact with the public, the mass media how to become bystanders, and the topic of media how to influences the government or the public to make decisions. In addition, we must reflect on that media how to become a qualified bystander or recorder in environmental events. In China, traditional media interact with new media by which way; facing interests, the public how to convey their own voice by media in order to protect their rights successfully. All those questions will be discussed in this article.
