The information age promotes the rapid development of science and technology and the progress of human civilization, the informatization construction of medical industry has become common focus on communication and medical industry. Mobile health could provide efficient and convenient medical service anytime and anywhere through the mobile communication technology. As one of the most important carrier to provide service, Mobile smartphones has become the most effective communication bridge between doctors and patients in the current era. However, the medical information construction and medical service based on mobile intelligent terminal are facing with a series of challenges, such as information isolated island problem in the process of informatization and the limitations of the computing and storage capacity of mobile terminal itself. The most care about is that the current mobile medical uses mostly in the service of large medical institutions, and ignore the needs of ordinary users on a large number of groups for their medical services.In order to solve the problems above, this paper proposes a mobile health care system based on Windows Azure cloud computing platform (MHCS). Cloud environment provides the back-end services for the system. The cloud, which provides powerful computing and storage capacity, reduces the requirement of the terminal equipment. The paper use Windows Phone as Mobile terminals. Make full use of the high degree of integration among Windows phone, Windows operating system and Windows Azure cloud. It realizes the data sharing between medical system and cloud platform and expands the diversity of mobile medical system terminal.This paper studies the key technology of the mobile health and Windows Azure cloud computing in detail. First put forward the overall architecture of MHCS. Then focus on introducing technology research and implementation of MHCS. The application is divided into two parts, ordinary client end and doctor end. It realizes the remote medical diagnosis consultation, health records management, push notification service, medicine remind, first aid positioning and other important function. Aiming at the the serious consequences caused by the first aid positioning error, the paper proposes a K Weighted Nearest Neighbors locate matching algorithm based on dynamic filtering (DF-KWNN) to reduce the error of the Wi-Fi positioning. The algorithm brings in the adaptive threshold and uses the dynamic weighted average to calculate the measuring point coordinate. The simulation result shows that this algorithm can be helpful to improve the positioning accuracy. MHCS is based on a new type of intelligent terminal system. The system uses advanced cloud computing technology, provides an effective way for cell phone users to realize remote diagnosis and medical consultation service, and realizes the innovation of technology and service patterns. It is a new kind of promising medical service applications.
