With the rapid development of medical industry in China, people’s demand for health is higher than before. Medical workers and patients have higher requirements to medical service as the information construction of medical industry increasingly deepens. Therefore, there appears the "Information Island" during the process of information construction of the medical industry due to the competition within the industry and the security issues of medical data; and the nursing call system is no exception since it is also an important part of the information construction. Furthermore, during the large-scale construction and expansion of hospitals, the needs of people who needed medical care service but didn’t get treatment from hospitals were ignored. And the traditional nursing call system cannot meet the needs of people for the cost and function. Therefore, it is required that the grass-root health facility needed to develop according to the Outline of China’s health service system (2015-2020) released by General Office of the State Council in 2015.In order to solve the disadvantage of the traditional nursing call system. The main work completed in this the thesis is listed as follows:1. A Mobile-health nursing call system (MHNCS) based on cloud computing is proposed, Through this system, the Information Island of traditional nursing call system can be improved effectively and new type of nursing service model has been provided. Therefore, people can enjoy much convenient medical care service.2. The structure of the database is designed according to the MHNCS architecture. Then it presents the design and implementation of the important modules of MHNCS, including registration and log in module, map location service module as well as calling and message push module. The Windows Azure was used in cloud platform for computing, controlling and storing service; and the Windows Phone 8.1 operating system was used in the client-side to provide more intuitive ways of interacting for users.3. The forwarding program for transmitting the calling message based on loading balancing and evaluation mechanism is proposed. This program, by introducing evaluation mechanism, balances the busy state and enhances the connection between the benefit and quality of service of all the medical service points.
