In recent years, the vigorous development of Internet technology which ischaracterized by micro-blog and micro-message has deeply impacted on people’slifestyles, fully embedded in social structure and political fields, and make thereconstruction and reconstruction of the environment of communication. Micro-propagation and dissemination of public mobile personal and convenient mode oftransmission,has become a mainstream. Not only information is exposing in thenetwork, but also the public opinion changes rapidly,a "hubbub" of scene and "publiconlookers" has become the main dominant. Everyone has a microphone in the era ofInternet. With the help of the network communication platform, the main users hasformed a series of events which emerge in an endless stream. Facing with the hotevents, internet users are strengthening the energy of the "say", at the same time,"see" form has undergone tremendous change. The depth of involvement of the eyesand the scene energies of micro-blog propagation, the flow of information and theright of discourse construction are reconstructed.Internet users "crowd " in the sound,construct mining site in the network, and "watch" to collect opinions and emotions,thus the formation of network public opinion has changed the traditional media "singleading role" pattern and the order of public atomization, passive viewing is subverted.In this context, not only the network public opinion has become the hubbub which aresurrounded by public onlookers, but also the relationship between government andthe public network public opinion is showing a different face. Online-gatheringcomments has become a very important variables in the network public opinion. Thus,online-gathering comments have brought new challenges to the government.Through the research methods of literature study, case study, content analysis, Iwill analyze how the government handles the public opinion in the environment ofonline-gathering comments. Firstly, I will define the concept and connotation of"onlookers" on the network and network public opinion, then clarify the relationshipbetween them. Without any doubt, online-gathering comments has not only positivesides, such that network onlookers help to promote open and breed social rationality, but also negative influences, such that network onlookers accelerate public opinionimplosion and easy to cause the group polarization. In short, online-gatheringcomments is a very prominent factor of the network of public opinion. According tothe grounded theory research method, I will start by the observation of networkevents in recent years, sum up the preliminary experience from the data to set as thenext data sampling standard, look for the theoretical framework of reflecting socialphenomenon from the original data. In this way, I will try to construct a model ofonline-gathering comments’"influence", which concludes three factors: the eventsensitivity, network "onlookers" and the degree of government’s feedback. Last butnot the least, based on twenty hot events which happened in2013, I will verify themodel and puts forward the strategies to improve the government management of thenetwork public opinion.
