In recent years, as the rapid development of mobile communication networks, the competition between mobile networks operators has been increasing, the quality of the mobile networks has become a core element of the development. To provide customers with high-quality business and service, develop new markets, attract and develop new customers has become the most important task for the mobile operators at present and in the future. The base station maintenance and network optimization are important means to ensure the quality of mobile communication. However, there is no system in Shandong Province, which can effectively combined the business of base station maintenance, network alarm and network optimization. To solve this problem, Linyi mobile branch proposed the development needs of the Mobile Networks Integrated Management System for Linyi.The Mobile Networks Integrated Management System for Linyi is an B/S architecture system, its development process uses the object-oriented design idea. The system uses advanced Rational Unified Process (RUP) and Unified Modeling Language(UML) to analyze and design the system model. The system uses the Visual Studio development platform and SQL Server database. It has good compatibility, and effectively solves the station agent, alarm management, network optimization problems. This paper discusses the system development background and research status at home and abroad, and then establishes the system requirement model from the functional requirements and non-functional requirements, clarifies the project target. In the design phase, this paper describes the system architecture from the technical architecture, functional architecture and interface mechanism, then it uses class diagram and timing diagram of UML to design the key features of the system, and introduces the database design finally. In the implementation phase of the system, this paper analyzed and discussed several key modules in detail. In the testing phase, this paper provides an overview from the purpose, methods, environment, processes and conclusions of the System Testing as an example.Currently, the system has been successfully running in Linyi mobile branch, and has achieved some results. The system realized the integrated management of base stations and their ancillary facilities, improved the treatment efficiency of the network alarm, provided the reliable basis for the mobile network optimization, and met the customer’s demand.
