A Study On The Government Spokesman System In Our Country Under The Background Of Information Society

Spokesman is not only refers to a person,but a system.In1983, for therequirement of diplomacy and publicity,the Chinese government began to formallyestablish the spokesman system. In1988,the government clarify gradually establishand improve the news release system. Since then, China’s government news releasework has entered the phase of institutional construction. At the end of2005, threelevels of government news release system has been basically established.The spokesman involved in this thesis is narrow refers to government ’sspokesman in our country. Today, peoples are no longer feel strange for the name ofnews spokesman both in daily life, or a state of crisis, spokesman is increasingly playa significant role in shaping the image of government. With the development of theinformation society,the arrival of the era of global communication,the traditionalmeans of communication and dissemination of ideas are changing,the system ofspokesman should be gradually improved and innovated.This thesis is starting from the present era background, to research and analysisthe government spokesman system in our country. First,this article defines the conceptof the government spokesman system,then recalling the history of the system,andanalyze the theoretical and practical significance of this system.Secondly,the articleanalyzes the background of the system—the information era,and then analyze themain characteristics, roles,and relationships, this is the premise of the system studied,also provides the framework for the later research. Thirdly, from the communicationperspective, using Laswell’s theory of “five w”mode and combining with the casespecific analysis our the government spokesman system of our country in five parts:the who-news spokesman, say what-the content of the release, in which the channel,to whom, with what effectFinally, combining with the theory and the practice of the system,from theaspects of law, publisher, content, media, release effect five aspects to improve andperfect the relevant suggestions and strategies of China’s press spokesman system.
