Perspective From The Lasswell Model Spokesperson System

The press spokesman's system, which arose in the west, was introduced into China in 1983. It catered for China's diplomatism and external propagandizing. The press spokesman system was established broadly in the State Department, all the State Department's branches and local governments in 2003, which was accompanied by the comprehensive implementation of the new generation of central leaders' ideology of "governance for the people", the thorough revolution from "all-mighty government" to "serving government" and the lessons of the affair of SARS. At the same time, the Administrative Permission Law of the PRC came into effect on Jul.1, 2004, which indicated that the transformation of the national government's duty had made a great progress. This law makes great change and adjustment to the relationship between the government and its people. To guarantee that the law is implemented thoroughly, it is most important to establish the effective supervising mechanism of the people and the society, as well as the efficiency judicature system.With this as the backgrounds, it is becoming increasingly urgent to establish the press spokesman system and make the government's information public. But, the press spokesman system has just been used as a method of external propagandizing and people haven't recognized its importance. It lacks necessary advance and conformity both in theory and practice, which makes the establishment of the three-class press spokesman system not exercisable.This thesis caters for the need mentioned above. From the view of Lasswell mode (5 Ws) in communication, it divides the press spokesman system into 5 levels: Who-the spokesman, Say What-the news that the spokesman gives, In Which Channel-the press meeting where the news is issued, To Whom-the reporter, and With What Effect-the effect of the news. These 5Ws compose this thesis's five main parts. It gives explanation from the view of communication in theory one by one and tries to direct the establishment of the press spokesman's system.
