Energy resource plays an important role for economic development in modern society. The economic development dependent on fossil energy is limited since the amount of fossil energy become less and less. Therefore non-grain biomass energy has received considerable attentions all over the world. However there are several problems in the enterprises of non-grain biomass production. For example, information can’t be shared with one another, and it is difficult for manager to make a reasonable decision; purchase of raw materials can’t be carried out according to the status of production completely; the supplies of raw materials are dispatched artificially and so on. These problems lead to reduce the productive efficiency and restrict the development of enterprises.To improve the situation enterprises of non-grain biomass production facing with, this paper firstly investigated application problems of web technology during the production and management of enterprises and then designed and implemented a system of raw material purchase and early warning. Taking Guangxi Mingyang Biochemical Science&Technology Limited Company as research object, the feasibility analysis for the research problems was firstly carried out, and then the requirement analysis for the system of raw material purchase and early warning was done using UML according to the actual situation of company. Based on that the system analysis and hierarchical design was performed using UML. Finally a system of raw material purchase and early warning was developed using B/S pattern. The system of raw material purchase and early warning can provide supply information and production information for sharing among departments of production. When there is a lack of the raw materials in the stock, it can produce warning information. It incorporates the priority into greedy algorithm to achieve reasonable scheduling in supply of raw materials, which can reduce the conflicts in supply of raw materials and improve production efficiency.The results of function testing and load testing on the system of raw material purchase and early warning show that the functionality and performance of the system can be satisfied with requirements of enterprises.
