Biomass-energy fuel, which is clean, efficient and renewable as a kind of new energy, has an incomparable advantage over the traditional one. Straw, as a representative of biomass-energy fuel, is abundant in our large agricultural country. It is not used effectively, but dealt with at will, even burnt in the field. That is a tremendous waste of energy and extremely damages environment.In this article, relevant theories are introduced about Supply Chain Management (SCM) and Game Theory. Game is given where players as the research objects are about farmer, power station and the government in biomass-energy fuel power station. This paper also analyses their characteristics and behaviors under different conditions in detail, establishes related model, applies constructive strategy, and gives conclusions in the end. This paper also discusses the impact of the government in the supply chain. The analysis shows that government's policies are critical influence for the popularization of biomass-energy straw fuel. If the government adopts a negative policy, the biomass-energy fuel not only won't be used improperly, but also the environment will be destroyed badly because of the harmful gases by burning it in the field and various problems by using of fossil fuels. It obviously affects people's lives in fact and the healthy development of the society and the economy are damaged too. However, if the government adopts the positive policy, the biomass-energy fuel will be used properly and the huge economic efficiency and the social efficiency are brought by way, farmers and power stations also benefit greatly.Game model is simulated in Swarm platform. Players'behaviors are specified in simulation correctly, the results show that Game model is proper and valid.Finally, conclusions about the work of all the paper are given. This paper also points out the deficiencies and the research interests afterwards.
