With the development of Internet technology,a new kind of civil organizations emerge,we call them Internet-oriented Non-governmental Organizations. Internet-oriented Non-governmental Organizations take advantage of the great power of Internet’s communication,impact the real world more and more deeply. Internet-oriented Non-governmental Organizations still have characteristics of traditional NGOS,distinguished from traditional NGOS, Internet-oriented Non-governmental Organizations have new characteristics given by Internet,including Internet-oriented Non-governmental Organizations serve public welfare,also include rights groups and hobbies groups set up on the Internet, the loose ones make up the largest number of Internet-oriented Non-governmental Organizations on the Internet, even more complex than traditional NGOS.The research on Internet-oriented Non-governmental Organizations is still in its initial stage,how to draw on the advantages and avoid disadvantages of Internet-oriented Non-governmental Organizations is a hard work facing the government.The better role Internet-oriented Non-governmental Organizations play is to be the provider of public service and the safeguard of social stability,not the negative side,for instance Internet-oriented Non-governmental Organizations turn to be factors of instability.The topic of this thesis is "The development and supervision mechanism of Internet-oriented Non-governmental Organizations ",focusing on the reasons,concept,characteristics,classification and functions of Internetwork Civil Organizations,besides these,the supervision mechanism,with the purpose of providing reference for government department concerned.
