In<National informatization development strategy of2006-2020years> which was issued by General Office of the CPC Central Committee and the state council, integration of information system and resource,establishment of unified community information platform, enhancement of community information management and improvement of community service were proposed. In2012, accelerating the integrated development of urban and rural areas was put forward on18th Party Congress of China. Rural community was the useful exploring for the new village construction and overall development between urban and rural areas in the vast countryside of China. At present, great achievements of urban community information construction have been obtained while the ability of community management and public service have been improved drastically. However, there was great disparity between the urban and rural community management. Since the construction of rural community was backward than that in urban for a long time, it is of great significance to putting forward rural community information establishment and management for overall plans of urban and rural, acceleration of new village construction and advancing the developmental balance between urban and rural community.In this study, based on the deep analysis of current status on rural community management system at home and abroad, the problems of this system including the fusion and management of multi-source data, the conflict of universal and individual demand and complex operation were pointed out Then, taking47communities as samples in Yucheng, De Zhou City, the overall design plan of rural community management system based on GIS was proposed with reference to not only the advanced experiences at home and abroad but also the current status and problems of community informatization in Yucheng, De Zhou City. Afterwards, we constructed the database of basic geographic information and community management communications. According to the actual situation, eleven modules were set up in the database containing community survey, interactive communication, Data management, organization framework, administrative affairs, community economic, community service, community order, file downloads, supply/demand release and map service. Finally, taking users’ characteristic into full consideration and basing on the principles of open, stability, safety, low-cost and easy-to-use, the system was established with advanced technique such as the B/S three-layers structure, client development, map service and data fusion.The distinguished features of rural community management system based on GIS were as follows:1. According to the day map service, public and special maps were integrated organically that constructed a service mode of "one map" in rural multiple management.2. Digitization service mode was innovated and the centralized management of rural community special information was achieved.3. To provide higher and more comprehensive internet experiences for users, rich client technique was used to manipulate data utilizing the ability of local machine considerably instead of sending data to the server for processing.It was proved that the management information system of rural community based on GIS established the convenience service platform, achieved the centralized management of rural community special information during community management, made the daily office of rural government informatization, automation and standardization while the grassroots government management and community comprehensive service ability was improved. Furthermore, the traditional production concept and live style were transformed and the increasing demand of material, culture and spirit demands were satisfied for farmers. More importantly, the information system constructed a platform for the communications between government and public which could promoted the balanced development in rural and urban communities.
