In the2010’s earthquake, the fixed monitoring stations at Yushu radio management office were destroyed. After the earthquake, in order to strengthen the radio monitoring in "Tibet" areas’ and to adapt to the needs for sustainable development of the radio management, Yushu radio management office has decided to start planning from scratch.In this paper, a comprehensive, reasonable, reliable and practical monitoring system is designed considering the conditions of radio’s developments, economy, and geomorphology in Yushu, which can well accommodate to the construction of the new Yushu and well support the emergency radio communication across20years.In this paper, the relevant theories and the main task of radio monitoring are briefly introduced, and the general principles of site selection and programming are given. Next, the radio waves propagation models in free space and the Okumura-Hata empirical model of the statistics from measured data are described in detail. On this basis, taking the capital of Yushu as an example and proceeding from the geographical environment, electromagnetic environment, economic base, and other comprehensive factors, the monitoring coverage of the Yushu radio monitoring stations is estimated to determine the optimal stations of the fixed monitoring stations in the city, and the validity of the model of the measured data is analyzed. Through further analysis of the overall topography of the Yushu Prefecture, Yushu radio station distribution, Yushu county towns distribution and the post-disaster reconstruction needed to be paid attention to, the monitoring network site layout program is given:three fixed radio stations, three small sub-stations (or the unattended stations), two mobile monitoring stations. Finally the role of the radio monitoring network in yushu emergency communication is researched.
