Special constable troop, whose main duty is involved in the disposal ofanti-terrorism, anti riot and emergencies. In order to fulfill such variety of urgent,difficult, dangerous and heavy tasks, their daily training is the essential way to buildtheir powerful fighting force. According to the current system of the SWAT team, allteam members are below25and entitled with leadership, so to manage the training ofthem is complicated and meticulous. Under the circumstance of frequent exchange ofthe team members, their training records and related information will be checked andreviewed repeatedly, thus may cause the problem in retrieving archived material andbring the difficulties in training evaluation and information redundancy and lead tothe problems involved in management and development of the team. to solve theproblem, modern training management system for the SWAT team should beintroduced and developed.This paper introduces the modern training management system for the SWATteam based on the network information technology, which can focus the education,training and management on a unified platform, and solves the problems of theoriginal system such as complex and inconvenience cause from incompatible networkand information system. Moreover, the architecture of the platform is designed as"three level management four business" model, with the open B/S structure andgeneral background database interface, it is easy to achieve the new function orextension in the future.This paper, first builds the model based on the analysis and business needs of theSWAT training management features, and designs the system which can fulfill aunified and efficient education and training tasks on an open platform, illustrate thesolution of realization of the system to solve the key issues. Then, explains in detailsincluding the design of each subsystems, the program flow and key codes. Inaddition, the paper also describes the performance of comprehensive functionaltesting for each subsystem and lists the corresponding test results. Finally,summarizes the paper and proposed future work prospects.
