With the rapid developments of science and technology, information technology has been widely applied to medical field. In medical imaging field, a growing number of imaging techniques are transferring to digitization. Digital radiology, digital hospital and digital regional medical platform have become the main trends of informatization in medical treatment and public health area. Picture Archiving and Communication System (PACS) is a hardware and software system for medical image management including image storage, retrieval, transmission, display, processing and printing. Nowadays the research and implementation of PACS has been a hotspot in medical information field.After the analysis and research of DICOM communication standards and image technology, this dissertation designs and implements an image storage and transmission system based on DICOM standard. This system, which based on the existing medical imaging equipment and network environment of General Hospital of Shenyang Military Region, can store and transmit image through existing equipments. First, the definition, component and service standards of the DICOM upper layer protocol are studied. Then the functional requirements of the medical image management system are analyzed from two aspects:the functional requirements and the non-functional requirements. After that, the design and implementation of medical image management system are described which includes the process of image transmission, image storage and access, and image printing etc. At last, the visualization communication test of the DICOM communication module are carried out based on the existing medical imaging equipment and network environment of General Hospital of Shenyang Military Region, and the test data and results are figured out.The DICOM communication model has been implemented as a sub-module of the "Medical Imaging Remote Consultation System", which applied in the Image Branch of the General Hospital of Shenyang Military Region. The communication module can finish the communication among medical imaging equipments as the Magnetic Resonance Imaging equipment and Computer Tomography equipment, and gets good application effects.
