With the development of digital diagnostic modalities, a standard method to transfer images and associated information between devices is needed. Picture Archiving and Communication Systems (PACS) is the medical imaging manage system applied in radical department of hospitals, and Digital Imaging and Communications in Medicine (DICOM 3.0) is the international standard for PACS. In the recent years, PACS has come to be the certainly trend of digital hospital, but it is a long way to become a general medical system.This thesis discusses how to implement basic services defined in DICOM protocol and put it into practice. DICOM application entity's architecture and DICOM working mechanism are studied in this thesis. And a model of DICOM network communications is proposed. Based on this model, a DICOM network library is developed to design and implement DICOM protocol. Using this library, many of important DICOM service classes are realized. Finally, the file format of DICOM is studied, and how to read DICOM files and how to show DICOM files are given in this paper. And also the software of Sniffer is used to testify correctness of the library.The language Visual C++ and the database of SQL Sever are used in this software. All the letters of the images are stored in this database of SQL Sever, however the actual images are stored in the file system.In a word, some important techniques in this paper are put into PACS, and the test result also testified that it has good stability and efficiency.
