Throughout the world, Science and Technology periodicals have become one of the mostimportant platforms in demonstration of advanced high-tech achievements. With thedevelopment of information technology, the current internationally renowned Science andTechnology periodicals have implemented information management in editing, publishing anddistribution work, and the large number of outstanding scientific and technical periodicalshave established their own websites for quick dissemination of scientific and technologicalachievements. This has led to unsatisfactory transmission efficiency. So the urgent need is tobuild a periodical-information-management system meeting with the business demand ofsmall and medium sized scientific enterprises in nowaday society, and the system should alsobe used in other editorials with similar business process to avoid the waste of resources. Thethesis focuses on the actual work situation of a technology periodical in charge of a certainnational ministry. It also points at common short boards in management of domestic small andmedium sized scientific periodicals, combining the business needs in the following three area:periodicals’ manuscript collection (contributor), proofreading, publishment. In this thesis, theUML tools is used to analyze online submission, online proofreading,paper-periodical-publishment management. Simultaneously the thesis emphsizes visualmodeling, which determines the use of B/S three-tier architecture and ASP. NETdevelopment tools. According to the functional requirements and technical route, we candesign the structure, framework, function modules and database of the editors and distributionsystem, which becomes the core of daily business information processing platform.The application of this platform can help the magazine to achieve the followingobjectives: In the short run, it will effectively shorten the technological manuscript editingcycle and improve efficiency. Moreover, it will allow the public to be in reach of high-qualitypapers before long, which benefits the spread of papers; in the long run, to the editory itself,the platform will contribute to the improvement of the academic impact factor, to the society,it is a important way to promote the application and extension of advanced science andtechnology skills.
