With the rapid development of the Internet and communication technologies, the construction of campus networks is deepened step by step. Therefore, it has been a trend that network connected,information-based, standard university management has been gradually applied to different departments. Electronic Science and Technology is a professional, national, and Class A journal of science and technology, which is sponsored by Xidian University. Regarded as an excellent journal of Shannxi Province, its competent authority is the Ministry of Industry and Information Technology of the People's Republic of China. Up to now, the Email manner is still used by the Editorial Office to handle contributors'manuscripts, which not only makes it a very heavy burden and inefficiency but also undermines its competitiveness in the same industry. Therefore, it is a necessary for the Editorial Office of Electronic Science and Technology to develop and establish an academic journal management system.This article ascertains the function, target and implementation of the web-based management system, on the basis of in-depth study on the editorial works and by related user requirements analysis. By comparing C/S with B/S architecture, a relatively advanced three-tier B/S based architecture is introduced to be used for the system. In this mode, the stability and practicality of the system is assured by using ASP.NET, C# and Microsoft SQL Server 2005. Also, the requirements and processes of the academic journal management system are analyzed. The system is divided into four models: the author's manuscript delivery module, manuscript peer-reviewed module, manuscript edit and management module and the administrator / editor overall management module. Based on the functional requirements of each module, the functions and databases is designed separately so that the whole system has a friendly interface, high scalability and maintainability. And finally the system design and its implement are illustrated in detail.
