State highlights the socialconflicts are often the first time focused on network platform, creating a powerful mediamarket during the social transition period. Meanwhile, the great openness, rapidcommunication and interactive features of the internet makes simple controllable publicevents under the environment of traditional channels of communication and expressionoriginally into groups of incident, causing social network public opinion crisis, givingpublic crisis management has brought great pressure and challenges. But the research of case-based reasoningalready have quite a number of theoretical and practical results.the method ofcase-based reasoning has been used widely and successfully. Secondly, the paper willexplain the development background,concepts and meaning, scope of application,relevant theoretical basis of the method of case-based reasoning to prepare to apply it tothe internet public opinion crisis warning. Thirdly, the paper will build a case-basedreasoning model for internet public opinion crisis warning, which includes knowledgerepresentation, case retrieval and reasoning model, based on the internet public opinioncrisis case library.
