As an important part of e-government, government website is the network platform toprovide public information and services, road transport management department website is animportant part of the government portals, it has played active and effective effects for the roadtransport management activities. At present, China has not yet have a mature evaluation indexsystem of road transport management department website, so it is difficult to have a scientificand objective assessment of the website, and the construction and maintenance of the websitealso lack of clear direction.Although road transport management website has the basic attribute of "governmentwebsite", its distinctive industry management features make it many differences betweengeneral government website in terms of location and features.As a result, road transportmanagement websites can not simply copy the evaluation system of general government portal,in addition, the current general evaluation methods mostly depend on functional perspectiveand information providers of the government ’s perspective, they have not analyzed the realneeds of users, and emphasize on qualitative analysis more than quantitative analysis. It isimperative to analyze the existing road transport sector website and build a reasonable andscientific evaluation system, which respects the characteristics of the road transport industry.This paper make a detailed classification on the road transport management functions,website features, user groups and user needs, and make a specific research on users of thewebsite. From both of the information content requirements and functional requirements,transform the user’s needs into an index system, build a quantifiable, reasonable and scientificevaluation system which meets users’ demand. In this paper, we use the analytic hierarchyprocess(AHP) to establish a quantifiable evaluation, use the fuzzy comprehensive assessmentand evaluation of the weighted average methods to analyze user satisfaction and the functionalof the website.At last, we make a case study to prove that the evaluation system can reflect thereal user demand and the development of road transport management department website moreclearly, and propose improvements for future construction and improvement.
