Tremendous growth of road transportation business in China continues to demand for a more comprehensive transportation management system. Such system with high performance -price ratio and mature technology should be built with the integration of practical background, advanced management mechanism and informationization technology, and would be applied to strengthen management thoughts, develop management functions, and enhance management efficiency and service quality.In this thesis, a solution to the problem of road transportation administrative management in province level is researched which is set in the Guangdong province pilot project-"road transportation administrative informationized management system" .Technical scheme, network configuration and the research on performance-influencing technology also are elaborated in this paper. We apply hierarchy analysis plus relative assessment index to identify mpls vpn as the most suitable network technology from several different proposals for the system. Mpls vpn has been proved to be capable of meeting the needs of band-width, high security and low cost in terms of network connection. Several key technologies have been researched from three aspects: enhancement of system mechanism and resource efficiency through load balancing scheme based on hierarchy configuration and dynamic load-balancing algorithm, divergence of E-Gov processing realized by flexible workflow agent based on data-gathering model.Holistic security plan is put forward in this thesis so as to make sure the system conducts safely. Practical projects based on this thesis have obtained positive social and economic results, developed infomationization of road transportation management and offered valuable reference to design and construction of similar projects.
