M-learning (mobile learning) is a new type model of learning and teaching developingrapidly in recent years. It relys on the mobile communication network technology andmultimedia terminal equipment which includes many mobile devices such as mobile phoneand flat-panel computer and so on to realize remote teaching and learning. So the study onthe site of WAP of M-learning based on mobile phone become very significant. Thereforetraining students professional skills should be focused on. The skills of students’technology and operation should be enhanced to combine the theory with the practice andmake them work so as to realize the purpose applying the theory to the practice. Theconstruction and research about mobile learning and communicate platform of "the writtenand designed of TV teaching materials" aims to create a space suitable for mobile learningcommunication, further enhancing the enthusiasm of students and students’ professionalskills.In recent years, mobile learning, provided a learning and exchange platform forpeople who need to learn anytime and anywhere through digitization technologyfoundation combining with the development of computer technology. The appearancemobile learning is regarded as a new learning model of in future and a promisingindispensable learning mode. It contributes to the development of Chinese educationaltechnology.This passage focuses on creating and designing the mobile learning platform. Throughthe investigation of the author, the two-dimensional code and based on C/S mode, usingthe latest HTML5technology, achieve the purpose of cross platform play, which is suitablefor mobile phone, tablet computer and computer and other equipment.In order to deepenthe understand of school the curriculum"the written and designed of TV teachingmaterials"and make them learn anytime and anywhere, which makes The construction andresearch about mobile learning and communicate platform in the field of modern educationtechnology more significant. First of all, from the literature research, the situation of theoutside the classroom of learning control and autonomous learning situation is investigated and studied; Secondly, by exchanging and discussing with associated teacher education tounderstand the needs of students and teachers about extracurricular learning, and throughthe investigation questionnaire, interviews and other methods to get the situation ofstudents to study independently and extracurricular learning demand, mobile learningplatform construction the requirements analysis. Then from the analysis of obtainedeffective data, according to the feedback, to construct and design the detailed of mobilelearning platform; Finally, the implementation and application of "the written and designedof TV teaching materials" is concluded to create the required functions of related demandand mobile learning module, to integrate platform model, and constantly to add theplatform function to it so as to realize the purpose, to improve better learning effect andincrease the students’ enthusiasm for learning, to foster the talent in the area of Chineseeducation, but also to provide a partial reference for the design and construction of relateddisciplines, to contribute to the involved field of new education.This paper is divided into five chapters, the first chapter is mainly about thebackground, the characteristics of mobile learning and researching of mobile learningdevelopment at home and abroad and the situation of mobile learning platform accordingto the characteristics of the subject of "the written and designed of TV teaching materials",and research of mobile learning platform construction of meaning and purpose. The secondchapter describes the theoretical basis and the resource type of mobile learning, elaboratedetailed theory of mobile learning platform construction. The third chapter mainlydiscusses the requirement analysis and the design of mobile learning platform, whichincludes demand analysis of the users, the design structure and function. The fourthchapter mainly introduced realization of the mobile learning platform, basic structure andfunction of specific network technologies, management and the maintenance of the mobilelearning platform. The fifth chapter concluded the process designing of mobile learningplatform, and then put forward the shortage and what to do next step.
