The system have the function of manage the agencies and departments of thecivil aviation industry, the function of manage the user level authentication, thefunction of manage the data entry, data summary of science and technology statistics,the function of query and statistic for the projects and achievements of scientific andtechnological, and the function of generated and print various reports.The paper mainly introduces the design and the realization of the system. Andstrictly according to the software engineering theory, the demand analysis, the systemdesign, and the detail design have been carried on the detailed description. At last, itbriefly lists the main questions and their solutions which are met in the softwaredesign process.
