Since 1999, China's e-Government has gone through the course of more than 10 years and has achieved a lot of gratifying progress. The concept of "Citizen Centric" is becoming more and more popular. However, the development of e-Government still varies in different regions and huge digital gap can be found in between provinces in East and West China. Particularly in remote areas of Central and Western China, e-Government is still under the phase of web-site construction, the application level is low, and service is simple. The situation is same in the Bouyei and Miao Autonomous Prefecture in Southwest Guizhou (Qianxinan).Base on the deployment of Administrative Approval System of the Pricing Bureau of Qianxinan, we firstly study the characteristics and key elements of the administrative approval. Secondly, focus on the analysis of 9 steps-Application, Acceptance, Audit, Review, Approval, Copy & Report, Notification, Closure and Archive of the process, and focus on the responsibility of each employee involved. Then we form the system requirement and design the functional modules. Thirdly, we give a thorough discussion on the data & material which requested by each step, and data flow of the overall approval process, and then present the ER models on the basis of discussion. Finally, following the rule of "easy to use and enough to use", we realize the system by ASP, with MS SQL Server as database, MS IIS as web server, under the B/S structure.The Administrative Approval System of the Pricing Bureau of Qianxinan has functionalities of Application Acceptance, Application Review, Application Audit, Application Approval, Copy & Report, Applicator Notification, Closure and Archive. It covers all the steps of the administrative approval process and provides 10 service-catalogues to serve the public. With it, the Pricing Bureau can track, on the government network, the applications transparently while the authorized employees can manage the applications efficiently, hence to improve the productivity and reduce the management cost. The system is one of the critical initiatives of "Sunny Government", it also sets a model of the in-house development of e-Government programs in Qianxinan.
