In the new period of the socialist construction, The problem of vulnerable groups is amajor problem. The report did not appear the text" vulnerable groups" word, and the newsmedia does not advocate the use of" migrant workers" words. Therefore, many people believethat these phenomena reflect the humanistic care for vulnerable groups. At more than10years of television news programs, it is considered to express interest for vulnerable groups.Indeed, the television civil news provides conditions for vulnerable groups to express interest.But the news of people’s livelihood for vulnerable groups is confined to be superficial, andthey belong to different interest subject and confrontation.This paper is divided into three parts. But attention tovulnerable groups is not equal to the true expression of its fundamental interests.
