Driven by the huge waves of energy saving campaigns around the world, all states realized that energy efficiency assessment was an efficient approach to pushing the enterprises to reduce power consumption. For cellular telecommunication technologies, some leading research institutes began to develop energy efficiency assessment technologies. But energy efficiency assessment technologies widely in used are so far mainly based on "static" measurements of power consumption. In fact "static" measurements are focused on hardware power consumption assessment under a few specific test configurations, and regardless of the fact that energy saving technologies and software algorithms are playing more significant role in power consumption reduction of radio access networks. At present some leading telecommunication standardization organizations, including ETSI,ATIS and CCSA, are starting to study and develop methodology for dynamic measurements of power consumption based on some certain dynamic traffic modules.This document begins with the theoretical analysis on power saving of cellular telecommunications, aims to raise a standard proposal of dynamic assessment methodology according with the industry’s nature. Based on system analysis engineering rules, the methodology research is divided into a few subjects, which are scenario modules, traffic modules, user distributions/user behaviors, with regard to both study objectives and feasibility. This document specifies a feasible solution on how to set up a dynamic energy efficiency assessment system, with consideration of logical architecture, instrument requirement, test parameters, and etc. A verification was also undertaken to validate the methodology.
