In the recent years, Chinese government constantly makes efforts to raise rural primary school teachers’ working enthusiasm. However, with the development of economy and the accelerated speed of urbanization, new problems and conflicts have arisen in incentive mechanism for rural teachers. On the one hand, teachers’ wages and benefits still remain to be improved as well as performance, allowance, subsidy and other mechanisms are still not perfect, what’s more, the county-centered management system has enlarged teachers income disparity to a certain degree; on the other hand, the short of humanistic care to rural primary school teachers and the lack of attention to teachers’ spiritual needs result in obvious job lassitude of teachers. In the combined action of city attraction and rural pushing force, teachers’ working enthusiasm becoming increasingly low.In this context, it has great significance in both theory and reality to research the problems in incentive mechanism for rural primary school teachers and put forward to the strategies leading teacher incentive.By using documentary method and investigation method, taking related motivation theories as the theoretical backup and on the basis of domestic and international research results, this paper conducts a questionnaire survey among the teachers in rural areas around Handan city and carry outs in-depth interviews with several teachers mainly to know the rural primary school teachers’ wages and benefits, humanistic care they got, the current situation of incentive management, the factors influencing incentive problems, the reasons for incentive problems as well as the teachers’ attitude towards incentive policy.The survey results show that low working enthusiasm and efficiency as well as the rising job lassitude are common problems among rural primary school teachers. Many teachers think that their economic welfare is low, the school conditions in countries are harsh, and in such contexts their futures are not promising, which results in that many teachers have strong turnover intentions, leading to declining working enthusiasm. At present, rural primary school teachers in China have the following problems: with the short of salary incentives, teachers are unwilling to remain in employment; with the lack of humanistic care, the problem of job lassitude of teachers is highlighted; with the poor incentive management of teachers, the arousal effects are unsatisfied. The reasons leading to problems about incentive mechanism for rural primary school teachers can be classified into such aspects: the government investment is insufficient and the compensation structure is not reasonable; supply-demand relationship between teachers and students has changed because of urbanization; the attention to incentive mechanism for teachers is not enough and the demand analysis is not deep; negative catalyst of external factors is obvious; flaws exist in system mechanism; the teachers incentive policy is incomplete.Rational incentive mechanism for rural primary school teachers is related to stabilization and the improvement of quality of teaching body in countries, to the growth of the quality of education in rural primary schools, what’s more, to the balanced development of urban and rural education and the realization of educational equality. This paper puts forward to strategies of standardizing incentive mechanism for rural primary school teachers from many aspects. First, increasing the financial investment of central government; second, reinforcing reform and optimization of personnel system in rural primary schools; third, establishing and improving the targeted incentive mechanism for teachers in rural primary schools, building a harmonious campus environment to further respect teachers and value education as well as perfecting the management mode of schools; last but not least, strengthening the policy guidance of teacher incentive.
