After the mid-1950 s, more colleges and universities in Henan province gradually began to comprehensively carry out international exchanges and cooperation. Although great achievements have been reached, many drawbacks of foreign affairs management are obviously unavoidable in those colleges and universities in Henan Province, which negatively influence the globalized development of colleges and the cultivation of well-developed and integrated talents. In order to guarantee the smooth operation of foreign affairs management, it is urgent for all colleges to optimize these drawbacks.In this thesis, literature method,comparison method,empirical investigation and induction method are used to study the common foreign affairs management drawbacks in Henan’s colleges and universities taking some representatives such as Zhengzhou University, Henan polytechnic University, Henan Normal University and Henan University of Economics and Law as example from the macro perspective. According to the drawbacks, the optimization ideas and countermeasures are put forward. The development of foreign affair management, the setting and functions of foreign affair department in Henan’s colleges and universities are introduced backed by a plenty of literatures and data from four aspects including foreign affair activities, foreign staff employment, policies’ and regulations’ management and restoration of documents. Through the comparison among different types of colleges, Henan’s foreign affair management achievements are described directly. At present, the main drawbacks can be found in four aspects. First, in foreign affair activities, the degree of overall international opening is relatively low, the level of the Chinese-foreign cooperation in running schools is not high, the structure of profession is imbalanced, the origin of students relatively in not sufficient. Second, in foreign staff management, foreign faculty is weak and the educational level of foreign students is low. Third, in foreign affairs regulations, the deficiency and mixed usage can be found in many colleges and universities. Forth, in the restoration of documents, workers ignore the significance of restoration, talents are not enough and the management methods are single and so forth. For these drawbacks, some thoughts which are humanistic management concept, optimizing the management idea, education concept of innovation and team management are first mentioned. At the same time, the some optimizing routings are offered accordingly. First, widen the cooperation channel, increase the propaganda; improve the level of school-running, build the core competitiveness; and optimize the professional structure and the construction of characteristic disciplines. Second, reform talent introduction mechanism, optimize the structure of teaching staff; develop diverse teaching mode, curriculum management system innovation. Third, strengthen the rule of law concept, create characteristic regulations; fasten humanistic ideas and improve the management mechanism. Fourth, transfer management ideas, strengthen the responsibility consciousness; intensify the business training and introduce advanced technology. Apparently and definitely, the scientific foreign affairs management can speed up the development of globalized education in Henan. Therefore, it is of great significance to study how foreign affairs can be managed more effectively. |
