Research On Police Affairs In Colleges And Universities In The New Situation

Colleges and universities are the places where talents are accumulated and cultivated,the cradles for knowledge and technologies to innovate,the significant and exceptional component of our society.The security and stability of colleges and universities has being the key emphasis of the Public Security Department over the years as it concerns not only the vital interests of teachers and students,but also the reform development of colleges and universities,and most important,the harmony of the society.The higher education of China has historically leaped forward since reform and opening-up several decades ago.As the scale of colleges and universities is expanding,the number of campuses is increasing,and the degree of socialization and opening is boosting,the security situation of colleges and universities is transforming dramatically.Particularly,the tragedies happened on campus in recent years have revealed the inadaptability and inconformity of conventional notion and institution and mechanism of police affairs in colleges and universities.As a result,it’s getting more and more realistic and urgent for the Public Security Department to enhance and improve the work mode of police affairs in colleges and universities,to construct completed security management system on campus.Jiangsu as a large educational province ranks No.1 in China in terms of the quantity of colleges and universities,and enrolled students and therefore,the work of police affairs in colleges and universities in Jiangsu province is extremely burdensome and heavy.This dissertation uses the police affairs in colleges and universities in Jiangsu province as an example and a basis,to demonstrate the historic evolution and current development,analyze the confronted situation and existing problems and learn from domestic and overseas police affairs.Consequently,from the viewpoint of modernization of police affairs notions,actualization of police affairs mode,normalization of anti-terror and stability,visualization of prevention and control,and diversification of safety governance,this dissertation proposes a fundamental path for police affairs in colleges and universities.First,establish modernized notions of police affairs in colleges and universities.Realize and accomplish people focus and service first,combination of offense&defense and prevention priority,baseline thinking and problem orientation,and diversification and law-according governance.Second,carry out actualized police affairs mode in colleges and universities and standardize management system.Third,build up normalized anti-terror and stability mechanism.Strengthen the ideology security of colleges and universities,emergency system of anti-terror,conflicts mediation and management mechanism of Internet security.Fourth,complete the construction of visualized security prevention and control.Upgrade the security system construction in colleges and universities,deepen the repair of security environment on campus,and reinforce the construction of security,legal and culture in colleges and universities.Fifth,set up diversified security governance structure,cooperate with the government,verify the security management of school authorities and launch campus activities on group security.
