As the development of economic globalization, the World attach more importance to the development of internationalization of higher education, the international exchange and cooperation of higher education have been frequent and deepening between the universities day after day, and the trend of the internationalization of higher education has been apparent increasingly. In recent years, especially after China's entry the WTO, it has brought great opportunities for development and providing a favorable international environment and development space when took active part in joint projects with world-class institutions of higher education. The foreign affairs of university and college are the specific implementation of internationalization of higher education. This paper take internationalization of higher education as a background, analysis of the status quo and problems of foreign affairs of China's colleges and universities, study of the administrative mechanism, the functions of the foreign affairs office and Operation mode of foreign affairs. By combining the actual situation in colleges and universities to analyze the results achieved, experiences and shortcomings of the foreign affairs management, put forward relevant suggestions and measures to coordinate the cooperation of the various functional departments, so that provide the better serve for teaching and research, and to enhance the overall strength and competitiveness of colleges and universities.Because of had been worked in the foreign affairs office for more than one year, the author familiar with foreign affair of colleges and universities. The author's mentor is college leader who in charge of foreign affairs, in the teacher's suggestion, the author determined to explore mechanisms of the foreign colleges and universities as the research topic. On this basis, ploughed through a lot of the documents both at home and abroad, and select the appropriate research methods based on research purposes. The author based on the practical work in the foreign affairs office, designed questionnaire contrapuntally and conducted a survey to the students. And then, the paper based on the official results processed of the survey data, as well as the current foreign affairs situation of the domestic colleges and universities, brought to a conclusion. Combined with relevant experience of foreign university and the author's practical experience, this part proposed some ideas and recommendations for building foreign affairs mechanism of college and university. The paper is divided into five parts, the specific studies structure as show below:Part one is section of Introduction, focuses on research purposes and research significance, research methodology, and overview the overall structure of the paper. Through explore on foreign affairs mechanisms of colleges and universities under the background of the internationalization of higher education in theory, and analysis case studies of SWUFE, put forward a number of strategies to promote development healthy of foreign affairs, and enhance the competitiveness of colleges and universities, which is of great practical significance.Part Two is section of Literature Review and theoretical foundation. At first, overview of the research history and current status which according to references and related conference documents at home and abroad. Then introduce some relevant theories, including the mechanism theory, foreign management theory, public organization theory and the theory of administrative reform.At first of Part three, give a brief introduction about the concept and meaning of the foreign affairs, and then conduct a detailed description of the development of foreign affairs of colleges and universities. And on the basis of these, this part introduced the roles and functions of the foreign affairs office, as well as the relations with other internal functional departments of colleges and universities. In conjunction with the case, describes the development process of foreign affairs, work organizations and management of SWUFE. Finally, elaborate the composition of the working mechanism of foreign affairs of colleges and universities at a whole set.At part four, proposed the work-related issue about foreign affairs of colleges and universities. First, introduced China's current foreign affairs policies and regulations, including study abroad, Absorb wisdom, cooperative education, and so on. And then analyze the current policies and regulations so as to look forward to strengthening the foreign affairs within the framework of policy. Third, analyzed the existing common problems of foreign affairs, including the target system, team-building mechanisms and operating mechanisms. Through the students questionnaires and interviews with foreign affairs work staff, to explain the present problems of SWUFE. Finally conduct analysis of existing problems of foreign affairs from the macro system and school level, and find out the reasons.Part 5 based on the previous text, proposed the relevant recommendations with a view to have some assistance to the build the working mechanism of foreign affairs in China. The author worked in the foreign affairs office of SWUFE for more than one year, witnessed its rapid development in recent years. So, the author summed up the working experience of SWUFE the past few years, in order to put forward ideas and proposals to build and improve the working mechanism of foreign affairs.
