Today, the competition in universities is becoming fiercer, because of an ever more urgent need to pool the society’s resources. The key to enhancing competitiveness of colleges and universities lies in improving the overall quality level of human resources, which is necessary to improve their competitiveness for adapting to the development of The Times. Advanced management system is the basic path to increase the quality of human resource management. The evaluation reform to teachers in colleges and universities is at the stage of exploration, there are many imperfections in performance appraisal system, which can not encourage teachers effectively, even lead to lower job performance and satisfaction. Exploring an effective performance management system of university teachers is the basic requirement of sustainable development and the guarantee of improvement of teaching and learning quality. The performance management theory is very important in the enterprise management. In this paper, performance management has been presented in teaching-oriented universities management.This paper analyzed the basic procedure of performance management in Suqian College, optimized the design of Performance Management System by combining the goals and actual situation of Suqian College in less developed areas and basing on the basis of reviewing former research results. Ongoing communications should be has thread throughout the five dimensions of Performance Management System includes performance plan, performance coaching, performance evaluations, performance feedback and performance application, which will invoke teachers’ ownership, promote teacher’s development and conducive to achieve the strategic targets of Suqian College.
