With the coming of global economy integration, the knowledge economy, and the information society, world economy has already changed from the past scale of production to the high-tech and intelligent one. As science and technology becomes main motive force of promoting the national economic and social development, people are the basis and core of the science and technology innovation and the development. Qianmu once said:"Knowing your time,Leading your time." Therefore, all countries in the world have realized that a country’s competitiveness and its driving force of economic development is talent competition, and the key point of talent competition is the one of people’s competence. As a result, how to cultivate people’s competence becomes the core problem of education, as well as the basic issue for the whole society. Along with the deep influence of lifelong learning and lifelong education and the emergence of network education, the research of adult lifelong learning competence has gradually become a hot topic in academic circles. Adult lifelong learning competence refers to the competence that an adult live in the era, get knowledge and learn skills from the social situation in history or those happened around him, and then he can continue to improve his understanding of the real world, master the methods to navigate the real world and solve various problems.The characteristics of openness, virtualization, autonomy and flexibility of the network education are the best way to train the adult lifelong learning competence. Web-based situation is a kind of digital learning space and environment which is supported by information technology such as computer and network. The emergence of network technology brings convenience to learning. Moreover, it creates a new learning situation that differs to traditional one. And under this new specific learning situation, the training strategy of adult lifelong learning competence must be different with the one under traditional learning situation. Based on the concept of philosophy, education, educational psychology, educational technology and human resources management and embarked from the reality of the current adult network education, this paper studies effective strategies of how to cultivate adult lifelong learning competence. This paper is divided into sixth parts; the first chapter is the introduction, which mainly introduces the background, purpose, methods and the domestic and foreign related literature of this research and defines the relevant concepts.The second chapter analyzes the characteristics of the web-based situation, and discusses the ideological basis of adult lifelong learning competence. The third chapter investigated the adult network learners from Sichuan University School, and then analyzes the current training situation and problems of adult lifelong learning competence under web-based situation. The fourth chapter analyzes the current situatioi in our country based on the former investigation.The fifth chapter puts forward the suggestion that a humanistic web-based situation should be built and network courses should be carefully designed to cultivate adult lifelong learning competence. The sixth chapter summarizes the main conclusions to reflect on the whole research t and proposes the further research topic.
