It has been a hot issue to establish lifelong learning system in the educational research field for a long time. With the unique advantages of high quality, high efficiency and high convenience degree, obviously digital learning is one of the most important way of learning in the lifelong learning system. Constructing digital lifelong learning system has gradually become the world's important planning. In the information society developing rapidly, pure knowledge-based learning has failed to meet the needs of life-long learners and the demands of social development. We need to pay much attention to the development of learners' competences in all phases of lifelong education. On the basis of arousing personal competences sufficiently, we can promote the benefits of social organizations and enterprise units to the uttermost. In this context, the trend of competence oriented lifelong learning has become more and more obviously.In this project we bring the service philosophy of personalized recommendation and competence oriented assessment thoughts into the lifelong learning system of digital services, trying to construct a Competence-oriented Lifelong Learning Personalized Recommendation System (CLLPRS), in order to provide a new strategy and solutions to the construction of digital learning resources for lifelong learning in China. This paper mainly expounds the issue of competence model construction in the CLLPRS. Based on the mode of personalized service for lifelong learning, this paper achieves the function of competence guiding and evaluation in the personalized recommendation system by constructing the "inter-operable competence model", and it puts forward a set of personal competence development plan according to the competence gap. At the end of the paper, we take the teachers' educational technology competence development for test, to carry on the research of the framework and modify it.
