Lifelong learning is the survival concept of the 21 st century. Social development in the 21 st century needs the inter-disciplinary talents with the quality of “learning to be” and “learning to learn” as well as having the courage to innovate. The research of lifelong learning is a hot issue in today’s education circle. Moreover, the core of the research of lifelong learning is the construction of the key competences. In order to adapt to the rapidly changing society and achieve self-development, people should get the key competences of lifelong learning. Thus, how to define and master the key competences of lifelong learning has become a focus issue in the research field of the lifelong learning.The research conducted the methods of literature analysis, comparison method to put forward and compare the different competences which proposed by some international organizations、countries and regions. On the basis of deep understanding about the development of lifelong learning, the researcher then used the Delphi method to explore experts? suggestions and to analyze the feedback data, modifying and consummating the competences, and eventually form the lifelong learning key competences.This study summarized the key competences of lifelong into seven dimensions: Thinking, Self-management, Information literacy, Problem-thinking, Team-work, Communication, Learning to change, each dimension includings several specific competences. In order to promote the formation of the competences of lifelong learning, the researcher further analyzes the connotation of key competences of lifelong learning, and offer some suggestions on cultivating the key competences from the state, society, family and individual perspectives. What?s more, the researcher also lists some existing competences training mode.The research based on the basis of existing research in many countries to form the lifelong learning key competences model from a local perspective. This research provided referential basis for the lifelong learning competences and gave the scientific theoretical guidance for the practice of lifelong learning and the construction of learning society.
