The Reality of the social development definitely requires the government to transform government functions. Meanwhile, in the field of higher education, with the further internationalization and globalization of higher education, the government involves intervention and should know how to control "discretion", which is an important guarantee of the healthy and orderly development of higher education. At present, the government management function of higher education making the development of higher education policy and planning should based on the strategic height; From the perspective of the socialist market economy, create an orderly market order; From the legal level, perfecting the government supervision and management of higher education; Using financial policy to provide support and guidance. The government management of higher education function is moderate intervention on the macroscopic, services and guidance to ensure the stable, healthy and orderly development of higher education. Since the reform and opening, higher education presents the state of extremely organized and limited organization. and is developing towards the latter, accordingly, the government’s management has also undergone the process of government controlling, university attachment and government leading. But before the old mechanism on system structure is adjusted, administrative pattern has not been substantial changed, the new management system of education adapting market economy has not been established.To put education in the priority, it is necessary to review the role of the government function of development education.In the field of higher education, The urgent need to face and solve one of the problem is:about how to manage higher education, how to relocate the government management of higher education function. My research will do as follows:First of all, start from the general theory, based on the clear concept of government functions and the government management of higher education,secondly, after combing through the history of government function of higher education evolution, clarifying the position of government function in higher education,then analyze the existing problems of the government’s role, legalization of higher education, universities autonomy of running a school and education intermediary institutions, etc,, finally, put forward better ways to solve these problems.
