Higher education evaluation is a difficult problem in the research study of Higher Education Management. In order to enhance the comprehensive strength of China's higher education and international competitiveness, and strengthening the Government's macro-management and guidance of higher education teaching, in 2003 the State Ministry of Education decided to establish a 5-year cycle of higher education evaluation system. China's higher education evaluation is also an objective need for self-development. In recent years, concerns of the quality of personnel training and review of the entire community caused by the expansion of higher education are emerging. Evaluation of Colleges and universities has become a hot issue. In this paper, starting from the role of our government in higher education evaluation, through the first round of evaluation in higher education, we learn experience from the relations of Government and the institutions of higher learning and social intermediary organizations, and foreign governments intrinsically linked to evaluation in higher education, to assess the current status of higher education in China and analyzes the Government's evaluation of China's Higher Education development and reform among the responsibilities and roles. Put forward a number of recommendations about normative role of government from the perspective of higher education in-depth evaluation.This article gives the interpretation of the concept related to educational evaluation. Shows the difference between Educational evaluation and Teaching evaluation and what higher education evaluation is etc. And simply account for the development process of higher education evaluation and the background of China's higher education evaluation of 5 year circle.Since the 1990's, China's higher education has been developing by leaps and bounds. From the mass expansion of higher education schools, reform of higher education system has achieved a breakthrough progress. However, it also faced with unprecedented challenges, the psychological expectations of public acceptance of higher education is in a rapidly changing, the basic contradiction of the quality of personnel training and the lack of higher education was more seriously exacerbated. Therefore, evaluation of colleges and universities, with a view to the Government's guiding ideology of higher education in the schools, the financial allocation and determination of the admission scheme, to strengthen the development of disciplinary, the promotion of student employment and related indicators is a promotion of the re-establishment of our country security system on higher education development.Secondly, expatiates the function of our government in Higher Education Evaluation. Through the purpose and significance of China's Higher Education Evaluation which proposed by the Government, from the change management functions and thought to explain the role of Governments should play in Higher Education Evaluation. The first round (2003 -2008 years) of evaluation on general high schools teaching has ended. It took five years for a total of more than 500 participating institutions, the Chinese government have played an active role in the promotion during the guiding ideology in terms of schools, school conditions, teaching management and higher education level management planning, etc.However, the problems and the reasons in Higher Education Evaluation are should not be neglect. The current evaluation on China's higher education entirely by the Ministry of Education and the Ministry of Education on behalf of the State is responsible for organizing the implementation of an authoritarian type of government-led evaluation. Higher Education Evaluation is inevitable as a result of evaluation of the main body of the single, and the problem of fairness of the results of impact assessment, science, accuracy problems. And analyze the root causes of problems.And then, according to the function of governments and social intermediary organizations in Higher Education Evaluation conducted by the United Kingdom, the United States, France, the Netherlands and other countries, Higher Education Evaluation in developed countries will be developed into guiding the Government's indirect type, type of direct government intervention, government and community-based organizations work closely with the model, and comparative analysis of the above model. Form above draw benefit experience for China's higher education evaluation. First, the main change in the assessment, evaluation of higher education to a third party intermediary organizations. Second, the Government re-positioning of the management functions and highlights the role of macro-guidance and supervision. This is an urgent need to be thinking in the management of change.Under the government's macro-management in institutions of higher learning for the new schools on their own social system, higher education assessment is the main body of the schools, the community, the Government; in particular, schools should become the main assessment of the first. Government should take active steps to assess the implementation of diversification, the establishment of an authoritative assessment of the education agency. It lives in the Government, the community, the school between, in order to provide education services for the main objective of the assessment, coordination of the Government, the community and school relations.Scientific and rational assessment of programs and indicators to assess the higher education system is a prerequisite for an effective role, it is necessary to change simply from the perspective of evaluation index system to build a tradition. Evaluation of all aspects of the establishment to meet the main demand of the index system, to improve and enhance the system of higher education to assess the effectiveness of the conduct of actors is important. Hardware and software to strengthen the building of institutions of higher learning, the educational resources and improve the effectiveness of teaching combined with organic and give full play to the Government's assessment of the role of higher education.First of all, the government's macroeconomic management functions to draw a clear, clear the Government, institutions of higher learning, and social intermediary organizations to assess the role of higher education, status and responsibilities.
