Fairness of higher education is an important aspect of social equality, it plays an irreplaceable basic role in constructing the harmonious society. Since the reform and opening up policy, the development of China's higher education is rapid, gradually entering popular phase, but with the expansion of the scale of higher education, the fairness of higher education unceasingly highlighting, caused the focus of the society.As an important part of the social justice and social harmony, the fairness education is in the whole social environment, including the background of social and economic system and political system and social economic development level. The analysis of the fairness of Chinese higher education must based on the fact that China is still in the primary stage of socialism, and make clear its characteristics of stage and the relativity.From the perspective of government function of higher education fairness, it can better reflect the unity of human appeal of higher education fairness and the responsibility of the government. The unfairness of higher education is partly from natural causes of higher educators and pedagogue. It mainly because of higher education policy and related laws and regulations are not perfect. How to promote the fairness of education and how to effectively solve the current higher education unfairness is the problem our government must consider.The papers included five parts. The introduction introduces the background, its meaning, the study state in this field, research methods and the focal points. The first chapter is about the thesis of the basic concept and basic theory. The second chapter is about the current status of the unfairness of higher education. The third chapter analyzes the reasons from governmental functions of higher education fairness. The fourth chapter is about the approach of reconstruction of government function on higher education fairness. The last chapter is summary.
