The Influences Of The Change Of Government Function On The Reforms Of Higher Education Institution

As the opening policy was implemented more and more widely and deeply through China and the System of Socialist Market Economy was established and improved, the economy and the society have been under great reform. More and more social affairs and the ever more powerful market power make different benefit stakeholders emerge, and require that the government function be changed from control-all government to power-limited government which is service-oriented, macro-control, cooperative and governed by rule of law, and which transfers some of whose responsibility and function that the government cannot perform well to the society or market. At the same time, the higher education institution also experienced fundamental reforms in all aspects such as government's administration system, ownership system, investment system, enrollment and employment system and higher education rule of law.After studying kinds of theories and analyzing a number of history information, I found that the reform of higher education institution was closely related to the reform of the government function. So, the dissertation first studies the reforms of the government function and the reforms of higher education institution respectively, and then analyzes the influences that the reforms of the government exerts on the reforms of the higher education institution from six aspects like government's administration system, ownership system, investment system, enrollment and employment system, coordination system and higher education rule of law, and then describe the status quo of the influences and predict the future tendency.
