| Introducing talents to local colleges and universities should be a progress of cultivating talents gradually instead of a link for selecting and enrolling talents. In this research, the author deems that local colleges and universities should attach importance to management of human capital as talents should be developed and cultivated, and puts forward to reinforce the tactics and strategies for management of talent tracking and assessment. The "core" system model for implementing talent introduction policy at local colleges and universities built in this research is the way and method for perfecting the implementation of talent introduction policy at local colleges and universities. It plays a critical role in enabling the policy implementing department of local colleges and universities to learn their professional work and provide significance, thus taking active and effective actions for implementing the policies. China’s talent introduction policy at local colleges and universities started late. The achievements are mainly focus on making the goals of talent introduction policy at local colleges and universities, implementation and theory construction etc.. and there are few systematic researches on tracking and assessment management for talent and human resource management policies. In view of this, this research, based on predecessors’researches, plans to propose the countermeasures for perfecting the implementation of talent introduction policy at local colleges and universities from three perspectives of concept, relation and way of implementation for talent introduction policy at local colleges and universities by using "core" system model for implementing talent introduction policy at local colleges and universities. This has important theoretical and realistic significance for researches on implementation of talent introduction policy at local colleges and universities.This research is carried out on the basic research logic of "what", "why" and "how", and the main issues researched are as follows:Firstly, what’s the status quo of talent introduction policy at local colleges and universities?Secondly, what is the model of the implementation system of talent introduction policy at local colleges and universities?Thirdly, what are the problems of implementation for talent introduction policy at local colleges and universities? Why?Fourthly, from the perspective of introducing talent and human capital at local colleges and universities, how should we perfect the implementation for talent introduction policy at local colleges and universities?This research was mainly carried out by means of policy implementation model and investigation. The questionnaire and interview outline were designed from five dimensions of function allocation, assessment, system environment, incentive mechanism and talent cultivation according to "tracking management for talent introduction policy at local colleges and universities". Questionnaire survey was conducted on 230 talents introduced at local colleges and universities in Hangzhou, and an in-depth interview was carried out with the administrators in charge of policy implementation at human resource department of colleges in Hangzhou. In this way, the researchers collected first-hand materials, learned the status quo and problems of implementation for talent introduction policy at local colleges and universities, and provided their attitudes and suggestions for implementation for talent introduction policy at local colleges and universities. This laid a solid and powerful practical foundation and provided abundant practical demonstration materials for this research.Through systematic thought and demonstration, this research made the following conclusions:Firstly, the "core" system model for implementing talent introduction policy at local colleges and universities include six elements:goal and standard of policy, policy resource, implementing organization, policy implementing way, system environment and object of policy. The three problem researching levels include: policy implementation subject level, the level of relationship among policy implementing elements, the level of policy implementing way. The tracking management stages for talent introduction policy at local colleges and universities are segmented into five dimensions:function allocation, talent cultivation, assessment, incentive mechanism and system environment.Secondly, based on the questionnaire survey prepared according to the "core" system model for implementing talent introduction policy at local colleges and universities, currently, the implementation of talent introduction policy at local colleges and universities in Hangzhou is good. The problems are reflected in policy implementation subject, the relationship among policy implementing elements and policy implementing way. In terms of policy implementation subject, the problems include lagging personnel management and backward talent management concept; in terms of the relationship among policy implementing elements, the problems include imbalance between "internal talents" and "external talents", mismatching between the talents introduced and system environment; in terms of policy implementing way, the problems include limited policy publicizing approaches, complicated policy introduction procedure as well as ineffective management for policy tracking management, of which ineffective management for policy tracking management reflects in imbalanced overall development of function allocation, talent cultivation, assessment, incentive mechanism and system environment, in which function allocation is the best, while incentive mechanism is the worst. |
