Aging Population Problem And Countermeasure Research Of Lost Only-child Family

The aging of population in China is becoming more serious as everyone knows has become a fact in recent years.According to the prediction of population development from OECD, China will become the most serious countrie as the world population aging instead of Japan with the proportion of people over 65 years old. Life expectancy and a falling birth rate are two important reasons for this situation. As a generation of people in response to the family planning policy gradually enter old age, small family not only changed the labor age structure and population dependency ratio change,and also make the pension problem of empty nest families and lost only-child family becoming unusually prominent which has brought new challenges to China’s social security system, public service and social management. Lost only-child family faced endowment difficult economic constraints, unattended, spiritual emptiness etc after the death of the only child, they need the social widespread concern and resolution urgently.From 2001 onwards, the government give the lost only-child family some necessary help which is ruled by law,and then issued serious notice to help the lost only-child family. The endowment insurance policy indeed has played a certain role in the lost only-child famlity’s old-age security, but there are still defects. Combining with the empirical method and questionnaire in this way, a survey to the true results as a foundation, from the practical point of view of lost only-child family, to make sure the present situation, difficulties and the demand for old-age pension of lost only-child family, and learn from the successful case over and advanced management mode, and puts forward the feasible countermeasures.The main content of this paper consists of the following aspects:The first part is the security situation of the lost only-child family, including the pension situation and the implementation status of the lost only-child family endowment insurance policies in our state, mainly selects several typical area to show; the second part analyzes the basic situation of the survey questionnaire, with pension difficulties clearly lost the only-child family and the real demand; the third part is about the old-age security problems in present, mainly interpreted from the policy designing and policy implementation; the fourth part is about the proposal to improve search fault about only pension, proposed the establishment of the lost only specialized management agencies, the establishment of lost only nursing homes, and the preventive mechanism suggestions for lost only-child family.
